I have a small solar panel that used to put out 12 volts when new.
I noticed the resin cover is starting to cloud in parts and it is now outputting only 9 volts.
I have tried to clean it with detergent, mineral turps etc but the cloudy film returns.The electrodes sometimes touch when the copper tubes used for an ioniser cake up with chlorine deposits and I'm thinking this might be the cause of the solar panel fogging.
I can keep it reasonably clean by coating the surface of the panel with machine oil but this gets washed off with rain.
Any suggestions on how I can prolong its life?

Is it the clouding causing the drop in voltage or an internal fault with the panel?

The panel is about 2mm thick resin with positive and negative solder points underneath it.I dont think there are any internals apart from the cells.
Embarassed to say it cost me 4.50 on e-bay and I expect it to last longer than six months.
I have lots of similar solar panels but cant bear to throw out a solar panel
