We are building a passive haus inspired house in NE Victoria. We do have some dogs and will need a form of 'dog door'. Is there a passiv hays technique for creating entry/egress for the pooch but also not leaving the dog door flapping in the breeze?

Modern dog/cat doors usually have magnets to keep the door closed and need a bit of a push to open. Many also have draught excluder brush strips on them, although they are not perfect. The airlock is a great idea though!

The house will be compact, no space for a dog only airlock (yet alone a human one). We have a current dog flap with a magnet, it still blows open in a wind and is only thin plastic anyway, may as well just leave an open hole!

There are plenty of "electronic" dog doors that latch and only open if pooch has the appropriate RFID collar. Google "electronic dog door site:.au" for Australian suppliers.
BTW is your current house passivhaus? If not, it will leak drafts like a sieve and be the reason why the current dog flap flies open so easily - doh.
