No - thats incorrect, you need to check the rules, they differ in each state, and are NOT set by the installers, or the retailers!, (and so they are poor sources of information)
Under most PFIT's, including the Victorian PFIT you are permitted to upgrade to the rated capacity limit "while the tariff is still open to new customers" but once the Cap is reached and the PFIT closes, any further upgrades are not permitted (panel or inverter) and if you do so, you will be bounced off the PFIT for your entire existing and new capacity, and end up on SFIT.
There was excellent advice earlier - to check with the people who "pay you" the PFIT, not the installers "you pay" for the upgrade.
Here is a link to the Victorian Government's PFIT website, their confirmation regarding upgrades is copied below the link and confirms any upgrade of PANELS or INVERTERS (ie its capacity or output) after the tariff closes will cause you to loose it!
And NO, their poorly worded explanation doesnt mean you keep PFIT for the existing capacity and go onto SFIT for the additional capacity, all all goes onto SFIT and off PFIT.

A = Yes - as long as you are already signed up under the scheme and continue to meet the eligibility criteria you will continue to receive the premium solar feed-in tariff benefits
However, once the cap is reached and the scheme is declared closed, you will be unable to add additional capacity to your existing system and receive the premium feed-in tariff for that additional capacity.
