Does anyone know an efficient pump I can get for my water tanks to use for toilets that doesn't use any standby power.

Yup.. Pretty much any domestic house pressure pump with a mechanical pressure switch- eg. a
"Square D" type pressure switch -together with a (say 20 litre) pressure tank will do.
Pump will only come on when the pressure tank drops to below the pressure switch setting at
which time the pressure switch closes the contacts to start the pump motor.

I have a Grundfos CMB-34 which sounds similar to what Murry is describing. Uses 1.8W on standby. This amounts to about 16kWh per year or less than $4 at current prices (35c/14c). If you want ZERO standby you will probably have to set up a header tank with a solar pump. Economically speaking this is a foolish route to go.
Why do you require zero standby?

pressure switch is just a relay, powered by the pressure. So its 0W when off. Measured just then. Grundfos something with 9L bladder. 0W when off, 540 when on, 0.0015kWh for 1 cycle.
